Role and Participation in Traffic Management and Control
Brief Introduction:
After the import of the first vehicle to Kathmandu in BS 1958, there has been a steady rise
in the number of vehicles. To effectively manage the transportation system and control vehicular movement, traffic control measures were initially implemented through Ramdal in BS 2007.
The traffic police which started operations with minimal human resources now has 1253 personnel presently assigned for traffic duties excluding the followers. However, only 1183 traffic police personnel are currently active in traffic management. The overall length of the roads in Nepal is 16,834.49 kilometers and there are 4,62,849 vehicles. Therefore each traffic police has to cover 14.23 kilometers of road and manage and control 391 vehicles.
The effort made in traffic control and management at present:
- Condition of Professional Human Resource: To make the police personnel who are working as Traffic Police professionally capable, training related to the service are being imparted likewise according to the changing times the timings are being focused towards the public and are being better organized. All the police personnel of the Traffic Police (Police Constables to Sub-Inspector) are being trained and the personnel who have yet not received the appropriate trainings (Police Constable to Sub-Inspector) will be given the training this year.
- Public Awareness Program : The people in our country have a very low traffic awareness and to raise the awareness and reduce the number of road accidents, the Traffic Police Directorate prepares an annual calendar of public awareness Raising programs and directs the Valley Traffic Police Office and the Regional Traffic Police Offices to organize various seminars, traffic week and other publicity activities.
- Permit for Vehicle Entry : In the main centers of the urban cities which is excessively crowded with vehicles, goods carrying vehicles need a pass known as the City Entry Permit to enter the main markets of those busy cities.
- Time Card: The public vehicles which ply from Kathmandu to other parts of the country are issued a Time Card.
- Temporary Number Plate: To control the entry of vehicles with foreign number plates, a Temporary Number Plate is issued at the main entry points of the country.
- Parking Facility: At present, to organize the parking facilities there are a total of 50 parking spots in the valley with 44 pay-parking areas and six free parking areas.
- Embarkation and Disembarkation of Passengers: To facilitate this purpose, there are Bus Stops in 110 points of the valley and an effort to include two more is in the process.
- Lane Discipline : To make vehicular movement in the valley more organized and disciplined, cement blocks and plastic cones have been utilized to separate roads into different lanes.
- Road Crossing Facility for Pedestrians : To further ascertain the safety of pedestrians in Kathmandu, the use of Overhead Bridge, Subway and Zebra Crossing is being encouraged for road crossing purposes.
- Peak Hour Duty : In the main centers and busy thoroughfares of the city, the number of personnel on duty is increased during peak hours to better organize traffic management.
- Mobile Court : To make the task of controlling traffic violations more efficient and speedy in the Kathmandu valley, the Valley Traffic Police Office Kathmandu has set up a Mobile Court and the necessary proceedings are done through it.
- Checking of Vehicle Papers : To assure that vehicles are in good condition so that vehicular accidents and crimes relating to vehicles can be controlled, sudden and uninformed checkings are conducted from time to time.
